REGULATION
of
Thirteenth Filed-day of Teachers with International Participation
St. St. Constantine and Helena resort, BULGARIA, July 4th - July 9th, 2017
1. Dates and place
The tournament will be held from July 4th to July 7th at Grand Hotel Varna, Odesos Hall.
2. Participants
All teams with eligible competitors according to the Regulation for the carrying out of the competition that have submitted applications for participation have the right to participate in the tournament. There are 10 applications for the men tournament and 4 applications for the women tournament.
3. Composition of the teams
Teams are composed of 3 players (men tournament) and 2 players (women tournament). According to the Regulation, the teams do not have the right to have a reserve player.
4. System of play
The tournament will be held in the Round-Robin system. Men will play 9 rounds. Women will play 6 rounds, each team against all other teams, 2 games with changed sets.
5. Ranking
5.1. The team ranking is determined by the sum of the match points won from all matches: for match won - 2 points, for draw - 1 point, for match lost - 0 points.
In case of equal match points won, the following additional indices will be used:
1. Total number of points won from the games in all matches
2. Result of the teams in the same points group depending on the match points
3. Sonneborn-Berger for team tournaments
4. Sum of the results by boards for the whole tournament: 100 points for a win on board 1, 94 points for a win on board 2, 90 points for a win on board 3, half of the points for a draw, 0 points for a loss.
The additional indices are being calculated according to the parameters set in the FIDE-approved computer program Swiss-Manager.
5.2. The Individual ranking is determined according to the points won by the players on board one. In case of equality, additional indices are applied - direct game, number of wins, more games played with a black set. In case of equal indices, an "Armageddon" game will be played.
6. Control of the time for play
The time control will be 15 minutes per player until the end of the game, with addition of 10 seconds per each move, starting from the first move.
The time for play will be measured with electronic chess clocks DGT XL.

8. Role of the captains of the teams
8.1. All team captains are obliged to hand over to the referees a signed main team list.
8.2. The captain has the right to advise the players of his team to offer or accept a draw, or to resign and concede the game. He can tell the player "offer a draw", "accept a draw" or "concede the game". If questioned by a player whether he/she should accept a draw, the captain is obliged to answer with "yes", "no" or to offer the player to make a decision himself/herself. All conversations are carried in the presence of a referee.
8.3. After the respective round has finished, the captains of the teams sign a protocol with the final result from the round and hand it over to the chief arbiter.
9. Prizes
Teams ranked at the first 3 places will receive gold, silver and bronze cups and medals respectively.
Individual ranking: the first three competitors with best results on board one will receive medals.
10. Arbiters
The competition will be refereed by the following arbiters:
Chief arbiter: Zhivko Zhekov, FIDE International Arbiter
Deputy of the chief arbiter: Deyan Dimitrov, National Arbiter
11. Additional regulations
Smoking in the tournament hall is forbidden. Using mobile phones in the playing hall is absolutely forbidden – in case of a ringing phone, the player loses the respective game. Analysis after the end of the game is forbidden in the playing hall. Players who have finished their games have to leave the playing area.
All team captains have been introduced to the regulation during the technical conference and are obliged to obey it.
